The paper focuses mainly on the experiences of Jordan, Tunisia, Libya and Yemen.

While there is no generic approach or status on gender, political participation and decentralization, This paper contributes to building the intellectual capital on the subject which will inform and serve future programs, policies and activities.

The utility of the paper is also to draw on the individual experiences into a wealth of knowledge for the mutual benefit of all.
